The Importance of JKKK in Rural Development

Why was the JKKK established in the first place? To
help eradicate poverty, eliminate illiteracy, improve health conditions
and change “could not be bothered” attitudes of people in rural
villages is the answer. As an important player
in rural development and village administration, the Village
Development & Security Committee (Jawatan Kuasa Kemajuan &
Keselamatan Kampung) or JKKK has ensure its members are active
participants so that a better life and standard is achieved that is
consistent with the progress of the nation.

It is therefore disappointing that a large majority of the JKKKs in Sarawak is not active. Out of a total of 3,436 registered JKKKs, only 177 or 5.15% are considered active. This
alarming figure could be due to several factors: lack in formal
education amongst the members and leaders, lack of accessibility to
relevant authorities and organizations for guidance and motivation, and
lack in communication, planning or visioning skills as well as other
relevant competency skills at the grassroots level. There
is also the problem of rural-urban migrations, where higher educated
members chose to stay in the city or even abroad, instead of returning
to their villages.


The state government is stepping up its effort to change this
disturbing scenario by organizing workshop sessions to highlight the
significant roles that JKKKs play in the village development and
administration of the rural regions. JKKKs are also encouraged to equip
themselves with knowledge in Information and Communication Technology
(ICT) as with ICT, remote villages are no longer isolated from
development and would be able to communicate through the internet.

JKKKs who are diligent in carrying out their activities are provided with an annual funding by the government. “The active JKKKs will receive a yearly allocation of RM500 from the government in support of their activities. If
these JKKKs are however found to have become inactive, the funding will
stop,” warns YB Datuk Amar Abdul Aziz Husain, State Secretary of
Sarawak.
