SEDC ‘Q’ Initiatives Stays Focused

Quality Initiatives in SEDC Sarawak started when the organization
embarked on its Quality journey in the early 90’s with the launching of
Total Quality Management (TQM) in year 2002.


The emphasis by the government on Quality Control Circle (QCC) had led
to the formation of KMK (Operation Eagle) in 1993 and hence the
formation of the then Accountability Sector (now Quality Management
Division) further strengthened the Quality drives in the organization.

To further strengthen the Quality drives in SEDC,the SEDC management
had established a Quality Council (QC) in the year 2002 to oversee the
organization of Quality related activities.

It has a strong support by the SEDC Chairman himself as the Advisor and
headed by the General Manager with all Divisional Directors as the
Council members.

In implementing the Quality initiatives, the main challenges such as
lack of awareness, inadequate knowledge and skill in implementing
Quality initiatives and getting full commitment of staff to drive the
Quality programmes are amongst the key issues faced.

SEDC then overcame these problems through:-
  • Proper Quality Council Structure which
    clearly chart the Quality direction, policies, strategies, objectives
    and at the same time monitoring the Quality initiatives to ensure
    sustainability and resolving issues,
  • A series of training and promotion when necessary,
  • Incentives system to motivate staff and
    recognize their effort and commitment in supporting and implementing
    Quality activities,
  • Systematic coordinating mechanism –annual calendarise activity,
  • Top management;s commitment –Leading by Example

Quality Activities 2005

5S Programme

The 5S Programme was launched on 22 July 2005 after a series of
trainings and seminars dating back from April 2004 till the launching
day by National Productivity Corporation (NPC), Sarawak.

Launched by SEDC Chairman, YB Datuk Hj Talib Zulpilip,the programme
aimed to improve the productivity of the staff hence creating a more
comfortable and organized workplace.

Numerous activities have also been done throughout the period of five
month. There were 5S Theme Competition,5S Song
Competition,Gotong-Royong activities and visits to 5S Certified
Corporation,just to name a few.

There were also promotional activities,in keeping the 5S spirit alive
during the implementing period.By implementing the 5S Programme,not
only does the Corporation achieved the objective of the programme,but
it has also instilled invaluable values such as teamwork and
self-discipline amongst the staff.

Certification Audit by third party (NPC) was conducted on 20 December
2005 and based on the audit results SEDC has been awarded the 5S
Certification.

MS ISO 9001:2000

The second major event in the SEDC Q Calendar is
the conversion of MS ISO 9001:2000. With an internal manpower and
guidance provided by MAMPU, the conversion process has been conducted
throughout the year.

The compliance audit by MAMPU was conducted from 27-29 December. To
date, the result of the audit is still pending for the Certification
Meeting in January 2006.

Innovative Control Circle (ICC)

In 2005, ICC activities started off with a Seminar
on the New Judging Criteria by National Productivity Corporation (NPC)
Sarawak in February. This was later followed by the yearly SEDC
In-house ICC Convention in June.With more than ten circle participating
,this event was a great success.

In November, Cik Siti Nurazlina Dollah Ahmat Usop being the Acting
Director of Quality Management Division has been given the honour to be
one of the panel members for the Forum KMK Kebangsaan during the
Konvensyen Kumpulan Meningkat Mutu Kerja (KMK) Peringkat Kebangsaan ke
22 Sektor Awam Tahun 2005 jointly organized by INTAN, MAMPU and the
Pahang State Secretary’s Office.

With a paper presentation entitled “Mencapai Kecemerlangan: Pengalaman
SEDC Sarawak Dalam Melaksanakan KMK Dalam Organisasi”,SEDC has managed
to share their experiences in ICC throughout the ten years
implementation period with other agencies and companies that have
participated in the convention beside expanding their networking at the
same time.

Quality Festival 2005

The SEDC Quality Festival was conducted for a week in the month of
September. Numerous activities;Q-Theme,Q-DanceRobic,Q-Hunt,Q-Operation
Room,Q-Speaking,Q-Talk,Q-Look,Q-Award,Q-Dinner,has kept the organizer
busy for the week.
The Festival was concluded with a Q-Dinner with a Garden Concept and
White and Green Dress Code at the Futsal Court, Menara SEDC.

Quality Activities 2006

5S Programme

With the successful implementation of the programme in 2005, this year
SEDC is targeting to expand the programme to its Regional Offices and
Subsidiary Companies at the same time maintaining the 5S in the Menara
SEDC.

MS ISO 9001:2000

The review of certain processes will be on-going to constantly update and ensure that the procedures are being complied with.

Innovative Control Circle (ICC)

In February,an ICC Camp will be held in Holiday Inn Damai Lagoon.
Participations from SEDC Hotels, Subsidiary Companies and staff are
expected for this year’s camp.As was the practice,a SEDC In-House
Convention will be held sometime in June.

Quality Festival 2006

Another Q Festival is targeted in September 2006.Main activities are as
conducted in 2005,perhaps with a more enhanced concept this year.
