YB Datuk Amar Haji Abdul Aziz bin Haji Husain, when he took over as
Sarawak's State Secretary in August 2000, made a key point to civil servants
that in order to effect change, the Civil Service must first change from within
the organisation itself. He has considered it a priority of his administration
to pursue the restructuring and re-engineering of work processes within the
Civil Service to make it a “lean, nimble, adaptable and knowledge-intensive
organisation.”

 

The early emphasis and responsibility placed on civil servants to make
the change in order to lead the change was an indication that the Civil Service
was committed towards ensuring that Sarawak take its rightful place in the
global community. The Civil Service needed to transform itself for two reasons.
