The Organisational Anti-Corruption Plan (OACP) is one of the mandatory initiatives under the National Anti-Corruption Plan to strengthen the effectiveness of public service delivery.
In January this year (2021), the Ministry of Utilities, Sarawak held a launching ceremony of Organisational Anti-Corruption Plan (OACP) 2021-2025 where it was officiated by the Minister of Utilities, YB Dato Sri Dr Stephen Rundi Anak Utom.
During the launching ceremony, YB Dato Sri Dr Stephen was quoted saying upholding integrity means preventing abuse of power or position, and that the people must understand the meaning of integrity in order not to fall prey to abuse of power.
It is formulated to with the aim of assisting and helping the ministry to develop its own corporate anti-corruption strategy plan and ensure all within the ministry to uphold integrity and enhance system delivery.
“It is a five-year plan that outlines the problem statement, approaches, and programs relevant to all aspects,” said permanent secretary to the Ministry of Utilities, YB Dato Alice Jawan Empaling during an interview with Rakan Sarawak earlier this year.
“The aim is to elevate the value of integrity as well as stop unethical practices among officers in the ministry,”
Explaining more, Dato Alice added that OACP is one of the measures taken to curb corruption by improving integrity issues, unethical practices, poor governance as well curbing corruption in the ministry.
“The effectiveness can be measured by looking at the qualitative element which is the change of behaviours among officers and as well as the decline of reported corruption cases among public officers,” she said.
“To address the effectiveness of certified integrity officers (CeIO) in curbing corruption, we need to look at the roles and purposes of these officers,” said Dato Alice.
In the effort to combat corruption and maintain integrity, CeIO are appointed at various government departments and agencies.
CeIO is a training program held under the purview of the Centre of Integrity Development Corporate (CIDC) and the Malaysian Anti-Corruption Commission (MACC) to produce CeIO officers.
The officers are capable of discharging their duties relating to integrity in an effort to strengthen the delivery services in both public and private sectors.
CeIO officers also act as an agent of change and an expert where integrity-related subjects are referred to in an organization to complete on-going efforts to strengthen integrity, combat corruption and abuse of power.
