Between 2017 and 2020, Sarawak State Treasury Department (JPNS) had successfully produced several service delivery innovations and managed to garner numerous accolades for their innovative ideas.
The following are descriptions and achievements some of the department’s innovation group projects:
Kueri Online by CUTES (2017)
In 2017, JPNS’s innovative creative circle (KIK) group CUTES developed a system application called Voucher Processing to process queries online.
The Windows-based system application is operated in parallel with the existing Sarawak Government main accounting system application called the State Integrated Financial Budgeting System (SIFBAS).
The innovation serves as a solution to the problem of the department facing delays in receiving queries from responsibility centres.
Kueri Online features high security level, simple and flexible operability and easy-to-understand output of payment voucher queries. Thanks to this innovation, JPNS is able to enhance its capability in processing payment vouchers without the need to use new logistics and infrastructure.

Online Government Billing System (eBilling System) by DO IT 3 (2018)
To overcome difficulties in managing Sarawak Government bills, KIK group DO IT 3 has developed an online billing system to process government bills, beginning from bill preparation, followed by monitoring, payment and reporting.
In implementing the innovation project, the group strives to further enhance government bill management to ensure government revenue collection is being managed efficiently and improve the quality of service delivery to customers.
The system application has proven to be useful for JPNS with its easy operability. It also speeds up the billing process, saves costs, reduces time and steps in the work process, and most importantly increases productivity.

- 5-Star Gold Award and Public Sector Champion (State) at Annual Productivity & Innovation Conference & Exposition (APIC) 2018 (13-15 November 2018 at Sunway Pyramid, Selangor)
- Gold Award at the International Convention on QC Circles 2019 (23-26 September 2019 in Tokyo, Japan)
Project Impact & Value Creation:
Cash Flow Management System (CFMS) by Harmony 2 (2019)
KIK group Harmony 2 developed the Cash Flow Management System (CFMS) in response to JPNS’s challenge in maintaining daily transactions of State Government receipts and payments.
These transactions are required to be updated into the Treasury Cash Book so that daily closings can be completed in accordance with established procedures. This used to be done manually and it involved a lengthy work process, which was time consuming and had led to high operating costs.
CFMS is an application that processes all transactions for 14 State accounting offices to facilitate the payment process as well as the preparation of cash flow statements. It is also capable of interacting with other systems within the main network of the State accounting system that is based on the Industry 4.0 concept.
With the system that is now standardised across Sarawak, daily transaction maintenance are now implemented automatically and systematically. It has enhanced efficiency in the work process, increased productivity, reduced operating cost and ensured more accurate and transparent information delivery.
