As the first scheme of its kind to be introduced in the country, the Sarawak Chief Minister noted that the Sarawak Government will be providing an allocation of RM10 million which is expected to benefit around 1,200 house owners.
“HDAS will be managed by Mutiara Mortgage and Credit Sdn Bhd (Mutiara), a wholly owned subsidiary of the Housing Development Corporation (HDC),” he said in his speech during the launching of HDAS on 7th February 2022 in Kuching
The scheme which is approved under the State Budget 2022 would enable more low- and middle-income groups to purchase and own houses as it would help to mitigate upfront cost.

“The ownership of the land must be allocated by the Land and Survey Department under the Village Extension Scheme (SPK) and Village Resettlement Scheme (SPS),” he said adding that applicants can apply directly to the Mutiara Mortgage office.
He also said that Mutiara will also be introducing the Rumah Spektra Mutiara Programme for those who wish to construct a house on their own land.
The construction cost, which is estimated to be between RM90,000 and RM160,000 will be funded by Mutiara through the Mutiara Dream Home Financing Scheme (MDHFS).
He added that the standard house design has been set with three bedrooms, two bathrooms with a minimum area of RM750 square feet.
