Pre-launch of RECODA Organisational Anti-Corruption Plan (OACP) (2021-2025)

The Regional Corridor Development Authority (RECODA) in early March 2021 joined other public agencies in Sarawak by providing its own five-year internal plan, in line with the State Government’s emphasis and strong commitment to integrity and transparency in its civil service.

RECODA held a pre-launch ceremony for its Organisational Anti-Corruption Plan (OACP) (2021-2025) at its headquarters in LCDA Tower, Kuching, in conjunction with RECODA Integrity Day 2021 on 8 March 2021.

Officiating the ceremony was Yang Berhormat Datuk Haji Talib Zulpilip, Minister in Chief Minister’s Department (Integrity and Ombudsman).

In his speech, Talib spoke on the need to combat corruption: “The stronger the culture of integrity, the lower the incidence of corruption.”

“When the incidence of corruption is low, the level of development will improve. Corruption in the public sector will impair the ability of the government to serve the rakyat and impede the development of the nation.”

RECODA CEO Datu Ismawi Ismuni and RECODA employees participated in a collective Corruption Free Pledge (Ikrar Bebas Rasuah), where they pledged to combat corruption and ensure their work is aligned with best practices and principles of good governance.

The pledge was witnessed by the Malaysian Anti-Corruption Commission (MACC) Sarawak Director Tuan Mohd Zaki bin Hassan.

The OACP is a mandatory initiative for all public institutions to develop their internal policy document that addresses governance, integrity and anti-corruption issues.

This document is the result of in-depth discussions involving department heads and officers of all levels at RECODA’s OACP (2021 to 2025) workshop held from December 21 to 23, last year.

“The spectre of corruption must not be allowed to grow for it will jeopardise the image of the civil service,” Datu Ismawi said in his speech.

“The successful implementation of the OACP and its continuing effectiveness will largely depend on the commitment of leadership. This requires hands-on management, follow-up action and the support and participation of officers of all levels.”

The Regional Corridor Development Authority (RECODA) is a statutory body set up in 2006 to oversee and manage the Sarawak Corridor of Renewable Energy (SCORE) project. RECODA is the lead agency to implement development projects in the SCORE region, in addition to drawing investors to the state.
