The Sarawak Multimedia Authority Bill, 2017 is introduced with the objective to establish a body that would enable the Government to achieve its mission of transformation of the State to a digital economy.
This is intended to spur the economic growth by adopting better means of business processes through system such as e–payment through “Sarawak Pay” and e-commerce.
Among the responsibility of the Sarawak Multimedia Authority (SMA) is to advise the State Government on all matters, both policy and implementation, for the development of a State digital economy
It will also stimulate, support, direct and facilitate research and development in communications and multi-media activities in Sarawak.
The Bill is also intended to promote and facilitate research and improvement in electronic network systems and processes, application and technologies associated therewith as well as assess manpower needs in the fields of communications and multi-media and engage in programmes for training and developing human resources.
According to Minister of Finance II and Minister for International Trade and E-Commerce, YB Dato Sri Wong Soon Koh, the proposed new law would not contravene with the federal law regulating telecommunications or multimedia.
The establishment of SMA was pursuant to the power to incorporate authorities and other bodies set up by State law provided for under Article 95B of the Federal Constitution which states that for Sabah and Sarawak, Item 14 of List IIA in the Ninth Schedule shall be deemed to form part of the State List.
The SMA will be chaired by the Sarawak Chief Minister as the Chairman, with three ex officio members; the State Secretary, the State Attorney-General and the State Financial Secretary, and not less than five and not more than seven other members with the right credentials, expertise and experience in the fields of information technology.
